VA's Loan Guaranty program runs the home loan benefit millions of veterans rely on, but the technology behind it needed a single, accountable owner who could modernize it without slowing down the benefit itself. VA needed a partner to design, build, secure, and run that technology as one continuous operation, not a patchwork of vendors.
The Approach
Blue Phoenix Solutions, a Mentor Protégé Joint Venture between PhoenixTeam and Blue Bay Business Delivery, is performing the full DevSecOps mandate for LGY: full lifecycle ownership of program management, software development, operations and sustainment, cybersecurity, testing and QA, and customer support for the LGY product line. Since award on September 30, 2025, we executed a rapid transition to full operational capability with zero disruption to ongoing VA LGY services, then began applying a Strangler Fig modernization pattern to migrate off legacy systems incrementally, without interrupting service.
The Outcome
$215M DevSecOps 2.0 contract: full lifecycle ownership of LGY's technology
Stood up a full governance cadence (bi-weekly progress reporting, monthly KPI reporting) and an intake-driven delivery model within the base year
Completed a full transition to full operational capability for ongoing VA LGY services, within the first six months of the base year
Goal: a frictionless home loan experience that makes VA loans the top choice in the industry for veterans, lenders, and servicers
