The Challenge
USDA Rural Development's Single-Family Housing Guaranteed Loan Program was running on aging infrastructure with no modern point-of-sale or loan origination system behind it, and no path to FedRAMP authorization from where it stood. Every year that gap persisted made it harder for lenders to originate USDA-guaranteed loans, and harder for rural families to get to closing.
The Approach
PhoenixTeam is the prime contractor on this $48.4M, five-year contract, designing, building, and delivering SURPASS: a brand-new POS and LOS built on Salesforce, using the full Scaled Agile Framework (SAFe) to move fast without breaking compliance. We led solution architecture, data strategy, and 508-compliant testing, and when USDA shifted the program's security authorization path mid-stream from FedRAMP to FISMA Moderate, we revised the security strategy and documentation in stride without missing a delivery milestone. We stayed on for operations and maintenance once the system went live.

1,891 agile delivery points shipped building the Self-Assessment and Mortgage Loan Applications on Salesforce
834 test cases executed (7,000+ steps) across functional, mobile, and 508-accessibility testing, with 216 defects resolved
3,750+ data fields mapped and reconciled across the POS (Salesforce), LOS (Encompass), and servicing (LoanServ) systems, using MISMO reference models as the crosswalk
