The Challenge
FHA needed to re-platform the entire mortgage loan lifecycle, origination, servicing, disposition, off legacy systems and onto Salesforce and AWS, without slowing service to lenders across the country. To make it harder, HUD runs FHA Catalyst as a live, multi-vendor program: three contractors developing and deploying to the same Salesforce org at once. Any misstep in coordination shows up as a lender-facing outage.
The Approach
PhoenixTeam is the prime contractor on this $55.6M, five-year FHA Catalyst DME contract (with SPS as subcontractor), running program management, business analysis, and Salesforce/AWS development on Agile Release Trains with two-week sprints, coordinating release windows and regression testing across the other vendors on the same shared Salesforce org, and shipping the lender-facing capabilities HUD's modernization strategy calls for, including a Business-to-Government (B2G) API that lets lenders submit FHA case binders straight from their own loan origination system.

15+ production releases delivered in the first two years alone, on a live multi-vendor platform, with zero operational disruption
Shipped the Case Binder B2G API for direct lender and vendor integration, plus an end-to-end Appraisal Review Process
Delivered four successive UAD 3.6 releases to full production: CHUMS integration, 90+ FHA validation rules, and GSE compliance
