Ten Agents, One Closing: Designing Agentic AI for a National Title and Settlement Services Provider's Pre-Closing Operations

A national title and settlement services provider's closing coordinators raced a multi-hour SLA through manual document classification, fee calculations, and hundreds of daily outreach calls. The Challenge

A national title and settlement services provider supporting lenders through the closing process ran two operations where accuracy, speed, and regulation collide daily.

The first was Closing Disclosure preparation. When a lender sends closing instructions, the SLA clock starts, and closing coordinators had two to four hours to manually classify incoming documents, key in data, work through payoffs, property taxes, title clearance, recording fees, and allowable-versus-contract rates, balance the form, and get a client-ready disclosure out the door. Every manual step in one of lending's most tightly regulated documents carried the risk of revisions, delays, and fee discrepancies.

The second was pre-closing outreach: in the 24 to 48 hours before each closing, staff generated hundreds of outbound calls a day, up to 800 or 900, to confirm notaries and closing agents, armed with manually assembled talking points and stuck in cycles of phone tag.

The provider didn't need convincing that AI could help. It needed an answer to the harder question: how do you design AI agents you can actually trust inside SLA-driven, regulated workflows?

The Approach

PhoenixTeam ran a design-first agentic engagement: get the architecture, the agent behaviors, and the trust model right on paper, validated by the people who own the process, before anything gets built.

The team mapped both workflows stage by stage with the provider's operations leaders, pinning down every manual pain point from encrypted email attachments to document misclassification to the calculation steps that consumed coordinators' time. Rather than proposing one monolithic automation, the design decomposed the work into ten specialized agents, each with a defined scope, toolset, and integration touchpoints into the provider's core platform: email intake, computer-vision document classification, payoff, tax, fee, reconciliation, and closing checklist agents for disclosure preparation; a communication agent for lender-facing correspondence; and voice and text agents for pre-closing outreach.

The trust architecture is where the design earns its keep. Agents assemble the disclosure but don't finalize it; a human approves, with autonomy configurable by client, state, and scenario so oversight can flex as confidence grows. Every agent self-assesses its confidence and records what it couldn't complete, and work surfaces to a coordinator's dashboard only after the full agent chain has done everything it can. On the outreach side, the voice agent builds call scripts dynamically from live system data, answers questions from a grounded knowledge base, and warm-transfers to a live human, transcript attached, on trigger words, sentiment, or low confidence. Same-day and just-received closings route straight to people. Everything is documented immediately, creating a complete evidentiary trail.

Within weeks, the provider had the full blueprint: a validated agentic workflow, a future-state solution model linking business process to technical architecture, and design documentation for all ten agents, reviewed and aligned with the client's teams.

The Outcome

The provider ended the engagement with something rarer than a demo: an implementation-ready design its operations, technology, and compliance stakeholders had all signed off on, before committing build dollars.

The design targets reframe what the operation can be. Disclosure turnaround engineered toward 15 minutes from closing instructions to client-ready form, against today's two-to-four-hour SLA. Per-touch handling time designed to fall from 18 minutes to 5, with human effort concentrated on exceptions rather than data entry. And an outreach operation where up to 900 daily calls are initiated, documented, and confirmed automatically, every call transcribed and evidenced, while staff handle the conversations that genuinely need a person.

Just as important is what the design process prevented: the all-too-common pattern of building agents first and discovering trust, escalation, and audit requirements later. By deciding up front exactly when agents act, when they defer, and how every action gets evidenced, the provider de-risked its path from blueprint to build, and set a template for how a regulated operation adopts agentic AI on its own terms.
